Fire Mountain is custom homes on larger lots along winding roads, which is not what most of Oceanside looks like. Where South Oceanside is a grid of small post war lots, this is bigger parcels with mature landscaping and a semi rural feel a mile from the ocean.

The code is the same as the rest of the city. Six feet maximum anywhere on the lot including retaining walls, 42 inches in a required front yard abutting a street, and five feet out front only where the part above 42 inches is decorative and at least 75 percent open.

Slope Is The Real Variable

A fence on flat ground is a repeated unit. A fence on a slope is a series of decisions. It can be stepped, where each panel stays level and the fence descends in stairs leaving triangular gaps at the bottom, or raked, where the rails follow the grade and the pickets stay vertical. Stepped is cheaper and raked usually looks better on a long visible run.

Either way it takes longer than the same length of fence on flat ground, and a quote that does not mention the slope has probably not been out to look. On a hillside lot it is worth asking which method they are pricing, because the two do not cost the same.

Retaining Walls Are Where The Permit Shows Up

Sloped lots mean retaining walls, and this is the one place a normal residential fence project runs into a real permit. A retaining wall over four feet measured from the bottom of the footing needs a building permit and engineered plans. So does any retaining wall holding back a slope, a driveway or a structure, at any height at all.

The height limit compounds it. Six feet is the maximum for a fence or wall in Oceanside and retaining walls count toward that, so a wall and a fence on top of it are measured together rather than separately. On a terraced hillside lot that is the constraint people run into first.

Far Enough Up To Get A Break On Salt

Fire Mountain sits inland of the beach and up off the flat, which puts it in better shape than South Oceanside for corrosion without getting the full inland reprieve that Vista does. Marine air still reaches here. Good hardware still pays. The difference is that it is a sensible precaution rather than the thing the whole fence depends on.

Say whether the fence line runs across a slope and whether there is an existing retaining wall. Those two facts move the price more than the material does, and they decide whether a permit is in play.
